The American Clean Energy and Security Act is one of the centerpieces of President Obama and the Democratic Congress’s agenda. However, the newly enlarged Democratic majorities include several members from coal-producing states. Many of these members sit on the key Energy and Commerce Committee and were hesitant about cap and trade laws and other key provisions of the energy bill. Environmental groups, including the League of Conservation Voters and the Sierra Club, came together to support the legislation. They hired Winning Connections to reach out to voters in key districts and mobilize support for the bill.
Winning Connection used modeling and other demographic data to target voters in each key congressional district who were most likely to take action on environmental issues. We tested and refined messages that were specific to each district and urged people to call their representatives and also log onto the campaign’s website.
We contacted over half a million constituents in 115 congressional districts, recruiting over 180,000 of them to contact their representative. This surge of support pushed the American Clean Energy and Security Act through the Hosue by a razor-thin 7-vote margin.
